The Watcher and Defender have been locked away behind the King's Gate ever since Vendrick fled and they use no dark magic at all (both even use miracles). So, Velstadt is supposed to be protecting the defenseless hollowed Vendrick but when we arrive and begin the boss fight he has the same effect on screen as Nashandra does which implies he's "evil" or related to the dark. His soul is clearly dark and he used dark orbs to attack.
